Chief of Party – Madagascar Malaria Activity

About the role

The Chief of Party (COP) will lead the implementation of Abt Global’s Central Mechanism for malaria vector control and HIV/AIDS services in Madagascar. Reporting to the U.S.-based Project Management Director, the COP serves as the primary liaison with the Ministry of Health, National Malaria Program, U.S. Embassy and other key stakeholders.

Key responsibilities

• Represent Abt Global and the project to the Ministry of Health, NMP, U.S. Embassy and other partners.
• Exercise full authority and accountability for activity decisions as delegated by the Project Management Director.
• Set and pursue a results‑oriented program strategy in coordination with the project team and government counterparts.
• Lead day‑to‑day execution of the firm‑fixed‑award, ensuring all contractual milestones, acceptance criteria and payment triggers are met on schedule.
• Manage competing priorities while maintaining full compliance with the statement of work and contract requirements.
• Establish milestone‑progress reviews and promptly escalate any potential issues affecting scope, funding or timelines.

Required profile

• Proven experience leading large‑scale health programs in low‑resource settings.
• Ability to represent the organization to senior government officials and international partners.
• Strong understanding of malaria vector control and HIV service delivery.

Required skills

• Malaria vector control (ITN distribution, indoor residual spraying, spatial emanators)
• HIV prevention, testing and treatment coordination
• Data management with HMIS/DHIS2 platforms
• Entomological surveillance and insecticide‑resistance monitoring
