Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme (AESPP Boost). The role will focus on establishing robust MEL systems that drive evidence‑based decision‑making across a multi‑partner, donor‑funded initiative.

Key responsibilities

• Design and operationalise a comprehensive MEL framework for the AESPP Boost programme.
• Develop indicators, baselines, data‑collection protocols and tools for monitoring programme performance.
• Collect, consolidate and analyse evidence to assess impact and inform strategic adjustments.
• Provide regular reporting, learning briefs and recommendations to stakeholders.
• Support capacity‑building for partners on MEL processes and results‑based management.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Demonstrated experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French and/or Portuguese is a plus.
