Communications Expert – Energy Compact

About the role

The Communications Expert will support the Compact Delivery and Monitoring Unit (CDMU) of Madagascar’s Ministry of Energy and Hydrocarbons. The role focuses on structuring, documenting, and disseminating the results of the National Energy Compact under the Mission 300 initiative, ensuring clear and consistent communication for a wide range of stakeholders.

Key responsibilities

• Monitor and systematically collect relevant information from public institutions, development partners, private operators, and beneficiaries.
• Identify, compile, and analyse technical, institutional, and operational data to support program tracking and visibility.
• Structure and adapt content into harmonised formats tailored to diverse audiences, ensuring clarity and strategic impact.
• Produce visual and accessible materials such as annual reports and other deliverables aligned with Compact requirements.
• Conduct editorial review and ensure institutional harmonisation of communications.
• Support consultation and visibility processes, strengthening proactive reporting and alignment with partner standards.

Required profile

• Proven experience in communications for development or energy‑related projects.
• Ability to translate complex technical information into clear, audience‑appropriate messages.
• Familiarity with stakeholder engagement across government, development partners, private sector, and civil society.
• Strong analytical mindset for data collection and synthesis.
