Consultant Surveillance Officer – STRIDES Epidemic Preparedness

About the role

PATH is seeking a Consultant Surveillance Officer to lead technical aspects of the STRengthening Infectious disease DEtection Systems (STRIDES) project in Madagascar. The role supports the development, coordination and implementation of surveillance activities across human and animal health, contributing to national and regional epidemic preparedness.

Key responsibilities

• Provide day‑to‑day oversight of epidemiological and laboratory surveillance for zoonotic, epidemic‑ and pandemic‑prone diseases.
• Coordinate outbreak investigations and ensure high‑quality data production, including situation reports, bulletins and health risk assessments.
• Collaborate with ministries of health, district health staff and development partners to align activities with national guidelines, Joint External Evaluation results and International Health Regulations.
• Review and revise project and donor reports, draft publications and external communications as needed.
• Serve as a technical back‑stop for regional and country‑level surveillance implementation, supporting travel and on‑site activities when required.

Required profile

• Subject‑matter expertise in infectious disease surveillance and detection.
• Demonstrated experience working with multi‑sectoral partners in low‑resource settings.
• Strong judgment in selecting surveillance methods and techniques with minimal supervision.
• Ability to contribute to national guideline development and advise governments on best practices.
