Description du poste

About the role

IPPF is the prime contractor for Lot 2 (Eastern and Southern Africa) of the WISH2 (Women's Integrated Sexual Health) programme, which is part of the UK FCDO's WISH Dividend programme. The consultant provides technical support to accelerate the implementation of the WISH2 disability and inclusion strategy, especially policy and systems interventions, and supports consortium partners, organisations of people with disabilities (OPDs) and accountability mechanisms at country level. The contract is a draw-down framework of up to 60 days over 5 months, with each assignment defined by a separate work order.

Key responsibilities

  • Guide multi-stakeholder reflection on the disability marker self-assessment and document lessons learned.
  • Review facility disability audit findings and prioritised activities, recommending course correction, scaling and institutionalisation.
  • Review OPD capacity assessment data, develop a capacity-building framework and enable cross-country learning.
  • Support the OPD sub-granting mechanism, including reviewing proposals and contributing to the Technical Assistance Agreement.
  • Collaborate with the WISH2 MERL team on disability research and learning agendas.
  • Advise on national policy and country workplans so they align with inclusive health systems strengthening.
  • Establish a community of practice for WISH2 ESA to support OPDs, CSOs and partners.
  • Review the safeguarding pilot model for Zambia to include people with disabilities.

Required profile

  • Postgraduate degree in gender, social or natural sciences or another relevant discipline.
  • Demonstrable experience in disability inclusion and disability rights in health, including the twin-track approach; FCDO-funded SRHR experience highly preferred.
  • Strong knowledge of SRHR and health systems in Africa, including sub-national and facility-level delivery.
  • Experience adapting disability inclusion tools such as markers and audits for different countries and humanitarian settings.
  • Capacity strengthening experience, including training, mentoring and coaching of health providers and partners.
  • Fluent English; additional working proficiency in French preferred.

Required skills

  • SBCC and demand creation addressing harmful social and gender norms, with accessible information formats.
  • Understanding of disability-disaggregated data (e.g., Washington Group question sets).
  • Familiarity with inclusive policy, financing and accountability processes, and frameworks such as the CRPD and the Maputo Protocol.
  • Participatory facilitation and stakeholder engagement with OPDs, ministries of health and CSOs.
  • Analytical, research, time management and organisational skills.
