Health Information Systems & DHIS2 Consultant – Madagascar

About the role

PATH is seeking a Health Information Systems (HIS) and DHIS2 Consultant to support the STRIDES project in Madagascar. The consultant will work closely with government and partner teams to strengthen surveillance, detection, and analytical capacity for infectious diseases across human and animal health sectors.

Key responsibilities

• Provide oversight for integrating indicator‑based, event‑based, and community‑based surveillance, antimicrobial resistance, and laboratory data streams into national digital platforms such as DHIS2 and SORMAS.
• Design and implement centralized data pipelines and interactive dashboards for real‑time analysis and decision‑making.
• Assess surveillance architecture, data flows, and system interoperability across sectors.
• Develop secure data‑sharing protocols and governance frameworks to enable multisectoral collaboration.
• Collaborate with government stakeholders to ensure HIS systems align with national priorities and are sustainably institutionalized.
• Facilitate data‑sharing forums and technical workshops, troubleshoot issues, and promote coordination.
• Support country and partner technical staff, review project and donor reports, and contribute to publications and technical documentation.

Required profile

• Master’s degree or equivalent in epidemiology, public health, veterinary medicine, health informatics, or a related field.
• Minimum five years of experience implementing HIS and digital health systems, especially DHIS2, in low‑ and middle‑income settings.
• Proven experience with DHIS2, SORMAS, or comparable health data platforms.
• Strong understanding of infectious disease surveillance, antimicrobial resistance, and multisectoral data integration.
