Resident Advisor – Banking Sector Regulation & Supervision

About the role

The International Monetary Fund’s Monetary and Capital Markets Department is seeking an experienced expert to serve as Resident Advisor on Banking Sector Regulation and Supervision. Based in Antananarivo, the advisor will work directly with the Commission de Supervision Bancaire et Financière (CSBF) to strengthen Madagascar’s banking supervisory framework.

Key responsibilities

• Prepare a comprehensive banking sector regulation and supervision workplan in consultation with IMF staff, the country Technical Assistance Manager, and CSBF authorities.
• Manage and deliver the workplan, ensuring activities are proportionate to the size and complexity of the local financial system.
• Organise and deliver training workshops, seminars and capacity‑building sessions on practical financial sector supervision.
• Coordinate closely with the IMF’s regional technical assistance centre (AFRITAC South), other IMF experts, donor partners and advisors.
• Develop results frameworks (logframes) aligned with the Fund’s Results‑Based Management approach and track progress using the CDMAP system.

Required profile

• Minimum seven (7) years of experience in banking supervision and regulation, preferably within a central bank or official supervisory agency.
• Strong analytical and problem‑solving abilities, sound judgement and initiative.
• Degree in economics, finance, accounting or a related field.
• Fluent oral and written French (native or equivalent) and good working English, including presentation skills.

Required skills

• In‑depth knowledge of international banking standards, especially Basel I and risk‑based supervision.
• Experience implementing regulatory frameworks within national supervisory systems.
• Ability to improve data quality in supervisory returns and conduct bank risk assessments.
• Proficiency in designing and delivering capacity‑building training for supervisory staff.
