Chief of Party – Madagascar Malaria Activity

About the role

The Chief of Party (COP) will lead the Abt Global Central Mechanism’s malaria activity in Madagascar, acting as the primary liaison with the Ministry of Health, National Malaria Program, U.S. Embassy and other key stakeholders. Reporting to the U.S.-based Project Management Director, the COP is responsible for delivering vector‑control and HIV/AIDS services on schedule, within budget and in full compliance with contractual requirements.

Key responsibilities

• Represent Abt Global and the project to the Ministry of Health, National Malaria Program, U.S. Embassy and other partners.
• Set and drive a results‑oriented program strategy in coordination with the country team and stakeholders.
• Oversee day‑to‑day execution of the fixed‑award contract, ensuring milestones, acceptance criteria and payment triggers are met.
• Manage competing priorities while maintaining strict compliance with the statement of work and contract terms.
• Conduct regular milestone‑progress reviews and promptly escalate any risks or scope changes.
• Guide transition of vector‑control data to national HMIS/DHIS2 platforms and support entomological and insecticide‑resistance surveillance.

Required profile

• Extensive experience leading large‑scale public‑health programs, preferably in malaria vector control and HIV/AIDS service delivery.
• Proven ability to manage multi‑million‑dollar budgets and complex contracts with U.S. government agencies.
• Strong stakeholder‑engagement skills with ministries, embassies and international partners.
• Demonstrated capacity to work in challenging environments and deliver results within tight timelines.
