Consultant – Costing National Health Sector Development Plan (Remote)

About the role

UNICEF is seeking an experienced consultant to lead the costing of Madagascar’s National Health Sector Development Plan. The assignment is remote, lasts three months, and supports the Ministry of Health in developing realistic financing scenarios.

Key responsibilities

• Review draft PDSS, national health policies, budget frameworks and donor commitments.
• Design a costing methodology aligned with WHO/UNICEF guidelines and national budget classifications.
• Map and engage key stakeholders (Ministry of Health, Ministry of Finance, INSTAT, civil society, donors).
• Facilitate at least three week‑long workshops at national and regional levels to validate assumptions.
• Conduct participatory costing with technical units and development partners.
• Integrate stakeholder feedback into costing models.
• Analyse MICS data, National Health Accounts and budget execution reports.
• Benchmark against regional and global cost standards.
• Develop low, medium and high investment scenarios, including sensitivity analyses.
• Prepare detailed costing tables, financing gap analyses and resource mobilisation strategies.
• Organise validation workshops and deliver a final report with recommendations.
• Provide capacity‑building sessions for Ministry of Health staff on costing tools.

Required profile

• Proven experience in health sector costing or health financing consultancy.
• Familiarity with WHO/UNICEF costing frameworks and national budgeting processes.
• Strong background in stakeholder engagement and workshop facilitation.
• Ability to work independently on a remote, time‑bound assignment.
