Head of Legal and Regulatory

About the role

Helios Towers is seeking a Head of Legal and Regulatory to lead its legal function in Madagascar. Reporting to the Managing Director, you will act as the principal legal advisor, safeguard the company against legal risk, and support strategic growth across its telecom infrastructure business.

Key responsibilities

• Design and implement the company’s legal strategy and governance framework.
• Advise senior leadership on legal, regulatory and compliance matters.
• Manage and mitigate legal risks across all business activities.
• Oversee contract drafting, review and negotiation, including complex agreements.
• Supervise litigation, disputes and relationships with external counsel.
• Act as Company Secretary, ensuring statutory and corporate governance compliance.
• Manage stakeholder relationships with regulators, investors, banks and public institutions.
• Support site acquisition activities and ensure regulatory compliance.
• Provide legal support to HR, tax and other internal functions.
• Lead, develop and manage the legal team.

Required profile

• Qualified solicitor or barrister with a relevant legal degree.
• 5–7 years post‑qualification experience, including leading in‑house legal teams.
• Experience in a listed company (FTSE 250 or equivalent) and strong regulatory/compliance background.
• Expertise in corporate and commercial law, M&A and financial transactions.
• Experience across international or multi‑market environments.
• Strong stakeholder management, analytical, negotiation and drafting skills.
• Telecoms industry experience is advantageous.
• Fluency in French and English is desirable.
