Human Resources Manager

About the role

You will partner with the Country Program Senior Management Team to provide strategic Human Resources direction, ensuring high‑quality programs for vulnerable populations. The role involves anticipating HR needs across recruitment, staff development, performance management, employee relations, compensation, and compliance.

Key responsibilities

• Manage HR processes to meet agency, donor, and local legal requirements and best practices.
• Provide professional HR advice and coaching on recruitment, performance management, and employee relations.
• Supervise talent, oversee team dynamics, and support staff well‑being through coaching and development plans.
• Lead training needs assessments and deliver targeted development programs for staff and partners.
• Design and implement retention strategies, competitive compensation, and an engaging work environment.
• Monitor organizational culture to uphold CRS guiding principles of dignity, diversity, and rights.
• Serve as focal point for Code of Conduct, Ethics, Safeguarding, and labor law compliance.
• Represent the organization in HR forums, stay updated on standards, and maintain peer contacts.
• Oversee personnel record keeping and produce analytical HR reports for decision‑making.

Required profile

• Bachelor’s degree in Human Resources Management or Business Administration (or equivalent experience).
• 2–3 years of experience managing an HR function, preferably in an international or local NGO.
• Demonstrated staff management experience, including performance management and employee relations.
• Experience presenting, facilitating, and coaching on HR topics.
• Strong knowledge of local labor law and employment compliance requirements.
