Humanitarian Programme Officer

About the role

The Humanitarian Programme Officer will support the planning, coordination, implementation, monitoring and reporting of anticipatory action, emergency preparedness and humanitarian response programmes in the Grand Sud region of Madagascar. Working closely with technical teams, partners, government authorities and communities, the officer will help ensure vulnerable children and families receive timely assistance before, during and after emergencies.

Key responsibilities

• Assist in designing and delivering forecast‑based and anticipatory actions to mitigate climate‑related shocks such as El Niño, drought, floods and cyclones.
• Support early‑warning monitoring, risk analysis, contingency planning and needs assessments.
• Coordinate field‑level activities, track programme progress and ensure quality implementation.
• Facilitate accountability to affected populations and document lessons learned.
• Contribute to preparedness and early‑action activities across food security, nutrition, WASH, child protection, education and livelihoods.

Required profile

• Relevant experience in humanitarian programming, emergency preparedness or disaster risk reduction.
• Ability to work with diverse stakeholders including NGOs, government bodies and local communities.
• Level 3 child safeguarding clearance, with regular contact with children or young people.
• Strong analytical and reporting skills.
