National Vaccine Management, Cold Chain & Logistics Consultant (Madagascar)

About the role

UNICEF is seeking a national consultant to strengthen vaccine management, cold chain, and logistics for polio supplementary immunization activities in Madagascar. The consultant will support the planning, implementation, and evaluation of two vaccination rounds, ensuring cold chain integrity and optimal vaccine availability.

Key responsibilities

• Update cold chain inventories and assess storage capacities across districts.
• Quantify vaccine needs and develop distribution plans for Round 1 and Round 2.
• Train vaccine managers and logisticians on cold chain and logistics procedures.
• Supervise implementation of each round, including daily stock monitoring.
• Conduct post‑campaign inventory, stock reconciliation, and evaluate round performance.
• Prepare a final mission report covering both rounds.

Required profile

• Advanced university degree in health logistics, pharmacy, public health, supply chain management, biomedical engineering or a related field.
• Minimum 5 years of experience in vaccine and cold‑chain management, polio response, and supplementary immunization activities.
• Fluency in French; knowledge of Malagasy and English is an asset.

Required skills

• Proficiency with WHO/GPEI vaccine management tools.
• Advanced Excel skills.
• Experience using Power BI, ODK and eSMT platforms.
