Programme Specialist – Climate & Environment (Fixed Term)

About the role

UNICEF is seeking a Programme Specialist to lead climate and environment initiatives in Antananarivo. Working under the Programme Specialist (Climate & Environment) (P‑3), you will plan, design, implement, monitor and administer projects that support UNICEF’s strategic priorities for children.

Key responsibilities

• Develop and manage climate‑and‑environment programmes in line with the Country Programme Document and Management Plan.
• Provide technical leadership on situation analysis, programme design, implementation, monitoring, evaluation and human‑resource planning.
• Identify innovative implementation strategies and ensure optimal use of financial, human and material resources.
• Exercise delegated financial authority by certifying expenditures and determining funding, supply and cash requirements.
• Produce knowledge‑management products, situation analyses, work plans, recommendations and status reports.
• Ensure gender‑disaggregated data and rights‑based, results‑based approaches are integrated into all programme activities.

Required profile

• Relevant university degree in environmental studies, development, public policy or a related field.
• Experience in programme development, monitoring and evaluation within the humanitarian or development sector.
• Demonstrated ability to work with national and local partners and build capacity.
• Strong analytical and reporting skills.
