Infrastructure Engineer Consultant

About the role

Q2IMPACT is seeking an experienced Infrastructure Engineer Consultant to ensure project infrastructure is built to approved scope, design specifications and international best practice, and to verify that operational and maintenance systems are in place. The role involves reviewing compliance with IFC Performance Standards and EHS guidelines, primarily for projects in Madagascar.

Key responsibilities

• Conduct desk‑based and field reviews of project documentation, including feasibility studies, technical specifications and engineering designs.
• Perform site inspections to verify material compliance, structural integrity and installation requirements.
• Assess O&M manuals, maintenance schedules, spare‑parts strategies and asset‑management plans.
• Review designs for land acquisition, resettlement, community health and safety, labor conditions, emissions, waste management and biodiversity impacts.
• Prepare and review IFC Performance Standards compliance checklists and identify environmental and social risks, gaps and corrective actions.
• Participate in key informant interviews and focus‑group discussions with affected communities, regulators and project sponsors.
• Collaborate with environmental, social, economic and field specialists to synthesize findings and contribute to technical reports and case studies.

Required profile

• Bachelor’s or Master’s degree in Engineering (Civil, Mechanical, Electrical, Environmental), Energy Economics, Infrastructure Planning or related field.
• 3–7 years of professional experience on infrastructure projects.
• Demonstrated experience applying IFC Performance Standards or World Bank E&S frameworks.
• Experience working in Madagascar and familiarity with local environmental regulations and permitting processes.
• Proven ability to work with multidisciplinary teams and diverse stakeholders.
