Senior Performance-Based Maintenance Expert

About the role

NTU International is seeking a Senior Performance-Based Maintenance Expert to lead the design and implementation of performance‑based road maintenance systems across the ECOWAS region. The role supports the EU‑funded Technical Assistance project aimed at strengthening sustainable, smart, and resilient mobility systems in West Africa.

Key responsibilities

• Design and implement performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management, and contractor performance monitoring.
• Develop performance indicators, service levels, and monitoring frameworks for road networks.
• Prepare bidding documents, technical specifications, and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting, and performance monitoring systems.
• Support the creation of transparent and efficient maintenance procurement procedures.
• Contribute to climate‑resilient and sustainable maintenance approaches for regional and national road networks.
• Coordinate with ECOWAS institutions, national road agencies, contractors, and development partners.
• Deliver technical workshops, training sessions, and capacity‑building activities.
• Assist in monitoring, reporting, and evaluating maintenance performance and contract implementation.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or a related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management, or maintenance contract implementation.
• Proven experience working on transport infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of experience with performance‑based road maintenance systems or maintenance contract management.
