Technical Assistance Consultants - Demographic Transition (Madagascar)

About the role

Palladium is seeking two individual consultants for a short-term technical assistance assignment in Madagascar on demographic transition and its implications for development, policy and investment. The assignment brings together demographic and socio-economic evidence to inform decision-making and to produce practical, audience-focused analytical products. Only individual consultants are eligible; applications from consulting firms, consortia or other organisations will not be considered.

The two positions form a single integrated team: a Senior Consultant acting as Policy Lead, and a Mid-Level Consultant as Research and Policy Analyst. Consultants must be locally based in Madagascar and show a strong understanding of its operating environment, institutions and development context.

Key responsibilities

• Senior Consultant: lead the overall technical direction of the assignment, guide the synthesis and interpretation of demographic and development evidence, translate complex evidence into clear, policy-relevant messages, lead the development of analytical and communication products, and provide oversight, mentorship and quality assurance for the Mid-Level Consultant.
• Mid-Level Consultant: conduct literature reviews, evidence gathering and data compilation; support quantitative and qualitative analysis; prepare evidence summaries, presentations, tables, graphics and briefing materials; contribute to drafting and revising technical and policy products; and help document consultations, findings and lessons learned.
• Both: contribute to evidence synthesis, analysis, drafting, review and finalisation of briefing materials, stakeholder-facing communication products and presentation materials.
