Programme Policy Officer – RAM (Re‑advertised)

About the role

The Programme Policy Officer – RAM supports the Country Office in managing data collection, analysis and research activities across several locations in Madagascar. Reporting to the Country Office Head and the senior Monitoring and Evaluation supervisor, the officer leads the unit that coordinates evaluations, monitors programme interventions and provides evidence‑based advice to partners.

Key responsibilities

• Coordinate and oversee evaluations and monitoring activities in the assigned zones.
• Manage data collection processes, ensure data quality and conduct quantitative and qualitative analyses.
• Provide technical advice on research design, implementation and reporting for country‑wide projects.
• Collaborate with partners, government agencies and other UN entities to align data initiatives with strategic objectives.
• Prepare and present analytical reports, dashboards and visualisations for senior management.

Required profile

• University degree in social sciences, economics, statistics, public policy or a related field.
• Relevant experience in data collection, monitoring, evaluation or research within humanitarian or development contexts.
• Demonstrated ability to work in multi‑partner environments and to communicate findings clearly.
• Fluency in English; knowledge of French is an advantage.
