About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role focuses on strengthening sustainable road maintenance financing systems across the ECOWAS region.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States.
• Provide technical assistance on sustainable financing mechanisms, including fuel levies, toll systems, and user‑based approaches.
• Assist in drafting and reviewing legal, institutional, and regulatory frameworks for RMFs.
• Develop transparent, decentralised, performance‑based financing systems and related operational manuals.
• Strengthen governance structures, accountability mechanisms, and reporting procedures for RMFs.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building workshops, technical training, and knowledge‑sharing activities.
• Contribute to monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven track record working on infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
