About the role

EVAL-DEV is seeking an independent consultant based in Madagascar to support the final evaluation of a local governance support programme in the Itasy region. The consultant will work alongside an international mission leader, conducting methodological framing, field interviews and contributing to analysis and recommendations.

Key responsibilities

• Design and implement the methodological framework for the final evaluation of a five‑pillar local governance programme.
• Conduct interviews with municipal authorities, local actors and civil society in the Itasy region.
• Carry out field missions, collect data and analyse fiscal and governance performance.
• Prepare analytical reports and actionable recommendations in French.
• Collaborate closely with the international mission chief and other team members.

Required profile

• In‑depth knowledge of Madagascar’s local taxation system (IFT, IFPB, local product rebates, etc.) and municipal budget transfers.
• Experience with municipal project management and local public procurement.
• Familiarity with the current Malagasy decentralisation framework (PNDE, relations between communes, regions and OPCI).
• Strong written French; spoken Malagasy for field interviews.
• Proven ability to facilitate multi‑stakeholder participatory workshops.

Required skills

• Expertise in local fiscal policy and municipal finance.
• Understanding of water governance structures (WASH committees) – advantageous.
