Programme Policy Officer - SAMS, Deputy Head of Resilience

About the role

The World Food Programme (WFP) is recruiting a Programme Policy Officer for its Support of Farmers' Organizations and Development of Value Chains (SAMS) unit, as Deputy Head of Resilience, based in Antananarivo, Madagascar. The consultant provides technical and strategic support to farmers' organizations so they can develop sustainable and inclusive agricultural value chains, and acts as deputy head of the Resilience Section, serving as acting head in the Chief's absence.

Key responsibilities

• Analyze priority agricultural value chains and assess the needs and challenges of farmers' organizations in them.
• Provide training and management tools to farmers' organizations, supporting business plans and marketing strategies.
• Work with producers, processors and transporters to coordinate the value chain, reduce post-harvest losses, improve product quality and open market access.
• Help set up governance mechanisms and develop risk management approaches, including crop insurance tools.
• Design a monitoring and evaluation system and report periodically on progress, results, challenges and recommendations.
• Support strategic coordination, programme oversight and stakeholder engagement as Deputy Head of Resilience, and supervise, guide and mentor the programme's technical staff.

Required profile

• Regular consultant, Level II, for an 11-month assignment.
• Ability to work closely with government, the private sector and development organizations.
• Leadership and mentoring skills, in line with WFP's common standards of behaviour.

The consultant works under the supervision of the Chief of the Resilience Section and receives guidance from the Head of Programme and Management. Applications close on 3 November 2026.
