Senior Consultant - Demographic Transition and Policy Lead

About the role

Palladium is looking for a Senior Demographic Transition and Policy Lead consultant for a short-term technical assistance assignment in Madagascar. The work brings together demographic and socio-economic evidence to inform decisions and supports practical, audience-focused analytical products. The consultant must be locally based in Madagascar and show a strong understanding of its institutions and development context. Only individual consultants can apply.

Key responsibilities

• Lead the overall technical direction of the assignment and guide the synthesis and interpretation of demographic and development evidence.
• Translate complex evidence into clear, practical, policy-relevant messages.
• Lead the development of analytical and communication products, including trend analysis, briefing materials, stakeholder-facing communications and presentations.
• Contribute to evidence synthesis, analysis, drafting, review and finalization of the deliverables.
• Provide oversight, mentorship and quality assurance for the work of the Mid-Level Consultant.

Required profile

• Advanced degree in demography, economics, public health, public policy, development studies or a related field.
• Significant professional experience on demographic transition, population dynamics, human development or related policy issues.
• Strong understanding of Madagascar's policy, institutional and development landscape.
• Demonstrated experience producing high-quality analytical and policy-oriented outputs.

Required skills

• Excellent communication, facilitation and stakeholder engagement skills.
• Fluency in French and Malagasy, with strong written and spoken English.
