IT & GIS Specialist – Energy Sector (Madagascar)

About the role

The IT & GIS Specialist will support the Compact Delivery and Monitoring Unit of Madagascar’s Ministry of Energy and Hydrocarbons. The role focuses on advancing digital transformation of the national energy transition initiative by designing and integrating information systems, geospatial tools and digital platforms that enhance transparency and evidence‑based decision‑making.

Key responsibilities

• Design and implement digital platforms for project monitoring, document management and inter‑institutional coordination.
• Develop secure databases and interactive dashboards to track national energy compact indicators and ensure interoperability with existing ministry systems.
• Digitize administrative, contractual and technical procedures, automating workflows related to procurement, budgeting and reporting.
• Provide technical support to sector institutions, utilities, donor‑funded programs and technical partners in data structuring and system integration.
• Propose, deploy and maintain IT solutions that improve traceability and data quality across the energy sector.

Required profile

• Proven experience in IT and GIS within public‑sector or energy‑related projects.
• Demonstrated ability to develop and integrate digital systems for monitoring and reporting.
• Strong understanding of workflow automation and data management in a governmental context.
• Excellent analytical skills and capacity to work with multiple stakeholders.
